Supporting ‘spin outs’, enhancing opportunities

Inspire2Enterpise is committed to helping Local Authorities that are being ‘spun out’ into social enterprise organisations.

The recent wave of public sector reform has ushered in a new model of service delivery in the UK. Across the country, many public sector teams and departments are being ‘spun out’ into mutuals, social enterprises or private companies to help increase the social value of service provision.

In 2009, for example, Essex Cares was set up by Essex County Council as a trading company to take over the authority’s provision of adult social services. More recently, the Ministry of Justice announced plans to reshape the UK probation service, opening it up to providers from the private, voluntary, community and social enterprise sectors on a payment-by-results (PbR) basis.

Spin-out support

Spin outs save salaries and stimulate new enterprises and entrepreneurial growth. In this way, they sit closely with Inspire2Enterprise’s guiding philosophy, and we provide a full range of services for Local Authorities entering the spin-out process.

We assist Local Authorities and newly ‘spun-out’ organisations to:

  • Develop business acumen and skills
  • Handle issues around self-employment
  • Understand HR issues and all TUPE implications involved in the spin out process
  • Develop strategic thinking around funding and investment opportunities

Outside the spin out process, we also work closely with Local Authorities to ensure they are:

  • Looking locally for service provision
  • Building social impact criteria into their tenders
  • Including social enterprises in their supply chains
