PbR and the social care personalisation agenda
The use of PbR in social care contracts has been accelerated by a new public policy approach known as ‘personalisation’. Personalisation recognises an individual’s right to exercise choice, acknowledging that they know best what their needs are and how to meet them, and placing them at the centre of their own social care programme.
This approach includes the allocation of personal budgets, whereby people can spend a set amount of money on services or carers as they see fit.
Expectations on care providers to deliver have therefore increased under the personalisation agenda, and PbR now forms a key part of many social care contracts. With people, especially the elderly, no longer passive recipients of social care, providers need to meet clearly defined personalised patient objectives, or else they won’t get paid.
