Lord Young, the Prime Minister’s Adviser on Enterprise, has carried out a recent review of the Social Value Act which has found it to have a ‘positive impact’ but there are barriers surrounding awareness, take-up, understanding and measurement. This has led to a recommendation not to extend it to include goods and works ‘at this stage’.

The fund, called Access – the Foundation for Social Investment, was announced by the Minister of Civil Society in December. It aims to help charities attract social investment and win public contracts, and has been established to fill gaps in the social investment market. The fund will be launching officially in March.
