Inspire2Enterprise boasts a wealth of bid development experience and expertise. We work closely with social enterprises, agencies and organisations to help develop, on a fee-based arrangement, their tenders and proposals for public service contracts.

As public services become mutualised and spun out into new organisations, markets are being recreated and reshaped. Inspire2Enterprise is committed to supporting organisations in their response to public sector tenders by providing insight into these new markets.

We know the type of expertise required to meet service delivery requirements and can introduce social enterprises to other organisations to ensure all skills criteria are covered at point of tender. In fact, we are hugely experienced at building supply chains to meet service needs and strengthen bid credentials.  

Inspire2Enterprise can also help build social impact measurement into bid development. Following the recent wave of public sector reform, commissioners and end-users alike are looking for social and economic value in service delivery. In this new era of ‘outcome-based government’, it is therefore critical that social enterprises are able to demonstrate social impact and value – particularly when bidding for public service contracts.

Positive procurement

On the other side of the procurement fence, Inspire2Enterpise works with service commissioners to make contracts more accessible to social enterprises. We do this by encouraging references to ‘social value’ in tenders, and through programmes such as the £1 Billion University Challenge.

Pioneered by our academic partners at Northampton University, the £1 Billion University Challenge aims to motivate the UK's Higher Education sector to allocate at least £1 billion of the £7 billion it spends each year on procurement to sourcing goods and services from social enterprises.
